Is the fort a no longer active fort?

Just wondering who the slouchy guy is who doesn’t seem to know where to stand or put his hands, yet salutes as the band leaves the fort.

Is he a volunteer or guide at the fort.

Fort Henry is now a National Historic Site of Canada and manned by civilian reenactment organisation called the Fort Henry Guard alongside Parks of the St. Lawrence .

The Fort flies the Union Jack and played God Saves The Queen that night , during which though the uniformed active members of the Canadian Armed Forces, either as band members or in attendance, did salute:
